ORSE Supports ETC to Come into Wide Use, Exploring the Potential for New Applications |
Among
ITS (Intelligent Transport Systems) that realize a wide range of
services, the Electronic Toll Collection System (ETC) is one of the
services familiar to most of drivers.
ETC is a system which
allows drivers to automatically pay toll on toll roads without stopping
the car, using wireless communication between an ETC on-board equipment
installed in a passing vehicle and a base station on the ground.
Expected to have effects such as solution of congestion at the
tollbooth, improvement of drivers' convenience, and reduction of
management cost, it is becoming widespread.
The standards
provided for operating ETC requires to implement security of
information in a unified, effective, and reliable way in consideration
of convenience of users in general who pass plural toll roads. Based on
this, Organization for Road System Enhancement (ORSE) was established
in 1999, under the guidance and request of toll collectors with
automatic charging systems with consensus from the relevant persons in
the related industries. (ORSE was shifted from an incorporated
foundation to general incorporated foundation.)
Since then, ORSE
has conducted activities including provision of the standards for
assurance of information security, provision of encrypted data for ETC
setup, and research and development for the enhancement of ETC
technologies. In addition, it supports work to spread unified advanced
ETC as well as implementation of services utilizing those technologies.
"Organization"
in the ORSE Website stated above contains information on the outline of
ORSE and its business report etc. It also illustrates the mechanism of
ETC as well as the role of ORSE for ETC as "ETC and Organization / The
Role of Organization". Furthermore, the section of "Purpose and effect
of introducing ETC" mentions the following items: 1.Improvement in
convenience to users; 2.Easing traffic congestion at toll gates;
3.Environmental improvement regarding air pollution, traffic noises,
etc. around toll gate areas; 4.Support for various charge systems, such
as transit charges, in the future; and 5.Regional revitalization with
Smart IC. Moreover, as a "Characteristics of Japan's ETC", it
summarizes as follows: 1. A unified system is used nationwide. 2. ETC
uses the frequency band that conforms to the international standard. 3.
Adoption of a two-piece method that separates vehicle owners and charge
payers to support a variety of usages. 4. Security and protection of
privacy; 5. Differences from the tag method adopted in US/ Europe.
On
the other hand, "For users" section introduces the regulation on using
ETC, preparation for using ETC, procedure of actually using ETC,
notices in using ETC, subsidy programs, and so on. As part of
possibilities of expanding use of ETC, the Website also explains with
illustrations about private services with user vehicle numbers
(multi-purpose use of ETC) such as the automatic payment service for
parking lots and simplification of boarding procedure of ferryboats
using the ETC on-board equipment.
"Instructions to operators"
shows information on disclosure of the standards for assurance of
information security, provision of the encrypted data for ETC setup,
interconnectivity test, and research and development for the
enhancement of ETC technologies.
Besides, "ETC Library" shows articles including newsletters issued by ORSE occasionally.
The
top page has links to various Websites and pages relating to the use
and spread of ETC, including "ETC portal site" and "2012 ETC handbook".
